La ville géante nourrit bien des représentations négatives : ville anonyme, démesurée, inhumaine, etc. Elle donne souvent lieu à une surenchère descriptive. On parle de mégapole ou mégalopole, voire de gigapole ou mégacité pour désigner selon l'ONU les agglomérations d'au moins huit millions d'habitants. Mais ces énormes concentrations de population peuvent aussi être distinguées des mégavilles entendues comme les centres de commandement d'une économie mondialisée. Londres, Tokyo, New York, lieux de circulation de l'information financière, médiatique, technologique et scientifique, constituent ainsi une sorte d'"archipel mégapolitain mondial", de plus en plus déconnecté des territoires nationaux. Quels sont les concepts pertinents pour caractériser ce type d'urbanisation d'un nouveau genre ? Malgré des difficultés spécifiques (infrastructure insuffisantes, services publics défaillants, etc.), les mégapoles du tiers-monde ne présentent-elles pas certains traits caractéristiques de leur homologues occidentales ? Le gigantisme, mais aussi l'aggravation des phénomènes de ségrégation sociale n'exigent-ils pas l'invention d'une véritable gouvernance à l'échelle de la mégapole trop souvent morcelée en petits fiefs politiques ?

In 2008, Aitec published a special issue of Passerelle entitled "Europe pas sans toît" ("Actions against a homeless Europe"), which presented an overview of the situation of housing in Europe. In 2008, the crisis and its impact on housing were already a topic discussed in the issue, given that the subprime crisis had just taken place. Four years later, we believed it was important to call upon some of the autors in the previous issue as well as to contact others, to show the devasting impact of this "crisis" on inhabitants and their living environment. By providing a critical analysis of the crisis, viewed through the perspective of housing and from a European angle, we hope we were able to sucessfully avoid the pitfall of cliché - even through the term is omnipresent in the media and in political discourse -, and that we have suceeded in taking up the twofold challenge we had defined: to place the question of housing at the centre of the analysis of the crisis. Charlotte Mathivet is the editor of this issue of Passerelle. She is a political scientist and a Right to Housing and Right to the City activist. She works for Aitec and the international network Habitat International Coalition (HIC).
